Consider that you may be overstating the difference between rhetoric and reality when it comes to the IMF introducing kinder, gentler conditionalities since the IMF's treatment of LDC borrowers is <a href="http://ipezone.blogspot.com/2009/03/lopsided-world-so-much-for-kindler.html" rel="nofollow">quite harsh</a> as I wrote in March 2009. Given the IMF's current hold up of disbursements to <a href="http://ipezone.blogspot.com/2010/02/beauty-and-beasts-ukraines-tymoshenko.html" rel="nofollow">Ukraine</a>, it seems not much has changed.<br /><br />3. Lipscy's piece is informative but dated. It probably would have been better in theory for them to borrow IMF money rather than get a bail-out from resentful German taxpayers.
